Arkansas Building Authority is made up of five (5) sections consisting of the Construction Section, the Building Operations Section, the Real Estate Services Section, the Design Review Section, and the Financial Management Section.

These sections work together to produce the following seamless delivery of services: As Property Management Coordinator, ABA owns and manages approximately 1.1 million square feet of office space within the areas of the State Capitol Complex, downtown Little Rock, and Fort Smith. State agencies occupy 99% of the premises with the remainder being leased to food vendor services or other private entities thru the Real Estate Services Section. The Building Operations Section employs a staff to provide operational and maintenance services to the tenants of ABA owned buildings. These services include meeting the day-to-day needs of our tenants as well as any tenant alterations and modifications needs.

As Leasing Coordinator within the  Real Estate Services Section, ABA acts as leasing agent for all state agencies on a statewide basis, in which the state contracts with private entities and public bodies such as counties, municipalities and the Federal Government. ABA determines the space needs for state agencies, negotiates lease terms and monitors lessor/lessee relations. These services are centralized in ABA so that there is no need for state agencies to have duplicative staff performing leasing functions. The cost savings thus realized by the State are spread among more than 1000 leases involving 6.7 million square feet of space with $58 million dollars in rents.

As Design Review Coordinator, ABA reviews the plans, drawings and other documents for state agencies under its jurisdiction. These reviews assure economical and safe designs, attention to long-term maintenance, flood plain reviews, as well as compliance with state building codes and the provisions of the American with Disabilities Act relating to construction and alterations.

As Construction Coordinator, ABA supervises state agency capital improvements under its jurisdiction. This supervision extends to all aspects of the bid process including the advertisement and setting of bid dates, the receipt of bids, the award of capital improvement contracts, the inspection of the work in progress, approving contractor's pay requests and certifying completion of such work.

As Real Property Coordinator, ABA assists agencies in their purchases and sales of state property as well as providing recommendations to the Governor for approval of such transactions.
